The Colonial Regional Police Department was formed in 1995 by joint agreement
of the municipalities of Bath Borough, Hanover Township, and Lower Nazareth Township, all of Northampton County, Pennsylvania.
The intent of these progressive government leaders in consolidating the personnel and fiscal resources of these founding municipalities
was to provide the citizens of this jurisdiction with a police department responsive to the safety programs that assist the
citizens, and progressive in crime prevention and traffic safety programs that assist the citizens to maintain a safer, healthier,
and more wholesome environment to live in, raise their families, and enjoy a good quality of life. In order to achieve this level of service, the
dedicated personnel of our Department must be persistent in our efforts and perform our duties to the best of our ability
and with high esteem for the Department. Some elements of that dedication, pride and spirit are recognized though professional
mannerisms, expeditious responsiveness, outstanding investigations, and fair and equitable enforcement of the various laws
and ordinances we have sworn to uphold. No matter what function we perform for the Department, whether it be patrol, criminal investigations,
administration, or a combination of all of those tasks, we are bound together by our desire to mutually provide the citizens
of our jurisdiction the best possible service. We can be proud of the excellent service we have provided in the past and our goal shall always be
a tradition of excellence.
INTERACTION WITH PEOPLE
The “Golden Rule” is
as applicable today as it has always been. People would be treated the way we and members of our families would like to be
treated. The type
of treatment and interaction should not depend on the perceived “status” of the person, or any other variable
that might be considered. The basic human rights of every person must never be infringed upon. During the course of our employment, we interact
with many people. They may be colleagues, supervisors, subordinates, male or female, officers or civilian, victims, suspects,
people of different races, ethnic backgrounds, religions, sexual orientation, or other numerous distinctions. Each person shall be treated fairly,
meaning impartially and honestly, without self-interest, prejudice, or favoritism. They shall be treated equally, meaning
in an identical manner as others, without bias. They shall be treated with respect, decency, and courtesy, giving them the
self-esteem due to any person in any situation. It is the policy of this Department that any interaction with any person during the course of our employment
fall within these guidelines.
SIGNIFICANCE OF PATROL
Mission statements of the Colonial Regional Police Department clearly articulate the role and function of the Department.
In reviewing the varied responsibilities of the Colonial Regional Police, we must always recognize the dedicated work of the
patrol officers, those members of all ranks and duty assignments who serve as the foundation of the Department. Officers on patrol are the most visible
element of the Department and therefore, present the most prominent image to the public. While all the officers and employees
have important and necessary tools to play, officers on patrol perform a special function in that they are responsible for
virtually all incidents, whether they are relatively minor or life threatening. The patrol function is also viewed as the base around which
all other organizational units operate. As such, all other entities of the Department have a responsibility to assist the
uniformed officers in the street. The administration of the Colonial Regional Police Department has recognized, and acknowledges the role of the
patrol officer as the vital main-stay of our agency, and affirms the commitment of continuous support of this elite group.
The Police Mission will serve as a model to provide an understanding of the goals of the Colonial Regional
Police Department. The Police Mission presents difficulty in developing a proper perspective. You may point to a statute and
say “that represents a mission,” enforce it, but we require more than the interpretation of a stature. Goals must
be comparable with public goals. Characteristics of one community do not necessarily reflect those of another. Therefore,
the police mission, in its simplest form, is the maintenance of social order within carefully prescribed ethical and constitutional
mission involves prevention of criminality, the repression of crime, the apprehension of offenders; the recovery of property;
the regulation of non-criminal conduct, and the performance of miscellaneous services. The Colonial Regional Police Department exists to
serve a variety of municipalities by protecting citizens’ life and property; by preventing crime, by enforcing laws;
and by maintaining order for all citizens. Central to our mission are the values that guide our work and decisions, and help us contribute to
the quality of life in Northampton County. Our values are the characteristics of qualities of work. THEY ARE NON-NEGOTIABLE!
Although we may need to balance them, we never ignore them for the sake of expediency or personal preference. We hold our values constantly before
us to teach and remind the community and us we serve, of our ideals. They are the foundation upon which our guidelines, policies,

We do nothing to discredit or dishonor ourselves or the Colonial Regional Police
human beings are frail and prone to misjudgments. In police work this can, at times, be damaging to our reputations or fatal.
We cannot anticipate all situations or account for all the variables that are attendant to most instances involving the police
function, but we can offer a standard. In order to work toward the accomplishment of these goals, effective organizations have work rules
which are usually expressed in written form; these rules, regulations, manuals, and orders are not an end unto themselves;
they are the will of a community, expressed collectively through government, refined and interpreted by public administrators
into systemized procedures which are designed to assist you in the professional performance of your tasks. It is essential,
in police work, to abide by expressed policy; it is obligatory to operate within constitutional constraints and in conformity
with state and local laws. The following guidelines are designed with those ends in mind and also to crystallize broad policy
into workable components at the operational level. Therefore, by the authority vested in me by the COLONIAL REGIONAL POLICE COMMISSION, this REGULATIONS
MANUAL is promulgated as a ready-reference to be used in applicable situations.
The members of the COLONIAL REGIONAL POLICE COMMISSION are the Chief Executives of the
Department; therefore by law they exercise control over the Police Department. Generally, all orders, directives, inquiries,
reports, hearings, and policy information will be transacted through the Chief of Police. However, the Commission Members
have the authority to assume control and direct the official actions of the members of the Department when acting in their
official capacity. In addition, the Commission Members, when acting, may require manual accountability from individual members
of the Department. However, communications to the Board shall be through the “Chain of Command” and as stated
elsewhere in this Manual. Not withstanding any of the aforesaid, nothing stated herein should be construed as to vest in any person the authority
to interfere with, hamper, interpose himself, direct or control police operations, or otherwise influence police policy except
as provided by law. The
Department is organized under traditional administrative principles. There is a Field Service Division and Administrative
Service Division. There is a Chief of Police, Lieutenant(s), Sergeants, Detectives, and Police Officers. There is an Administrative
Secretary to the Chief of Police. All appointments to specialized units within the Police Department, or appointments to specialized
duties, shall be made by the Chief of Police. Promotions to supervisory ranks shall be made in accordance with the regulations and procedures instituted
by the COLONIAL REGIONAL POLICE COMMISSION and as regulated by law.
